Ted Reicher - Director Emeritus, Program Coordinator & Music Arranger
Ted Reicher, from Davenport, IA, is a composer, arranger and visual designer for marching bands throughout the United States with hundreds of marching arrangements, compositions and visual designs to his credit. He has been involved in the marching arts for 40+ years and has owned and operated TR Marching (www.trmarching.com) since 2006 where his compositions and designs are available. Formerly a band director of 21 years, his bands consistently ranked at the top of competitions throughout the Midwest and were competitive on the national level.
He is an active clinician/consultant for marching bands and has a reputation for quickly recognizing and addressing marching, music and visual design issues and implementing solutions. Programs that utilize Mr. Reicher as a regular staff member or consultant have found his techniques and processes free up considerable amounts of rehearsal time, allowing for a higher degree of performance excellence from their students.
He resides in Davenport, IA with his wife Ann and is an avid golfer, always looking for a good game!

Jessica Glasgow, Artistic Director & Choreographer
Jessica Glasgow is originally from Golden, Colorado, and resides in American Fork, Utah, and Canton, Ohio. Jessica was involved in music from a young age, performing in her high school marching band and serving as drum major. She was awarded several awards for her high achievement in music, including the John Philip Sousa Award, recognizing superior musicianship and outstanding dedication.
Jessica performed with several well-known winter guards and drum corps in college while studying Music Education and playing the French horn. She spent time developing and perfecting her skills with Crossmen Drum Corps, Imbue Winter Guard, Signature Winter Guard, and Alchemy Winter Guard. Jessica was also a performing member of the Oracle Performance Ensemble, a dance company from Denver, Colorado.
Jessica's passion extends beyond performance. Since the early 2000s, she has impacted numerous high school programs across the nation. Her leadership has garnered impressive accolades—state championships, finals appearances, WGI medals, BOA regional championships, and Macy's Thanksgiving Day Parade performances. Currently, she serves as the artistic director for several programs.
Beyond her professional accomplishments, Jessica is a devoted wife and mother. Family adventures ignite Jessica's creativity, fueling her passion for crafting innovative and captivating performances.
With her unwavering dedication and artistic vision, Jessica Glasgow continues transforming the marching arts world, one awe-inspiring performance at a time.

Kelzi Hillyer, Color Guard Director & Choreographer
Kelzi Hillyer is the Colorguard Caption Head at Davenport Central High School. She graduated from West Liberty High School and attended the University of Northern Iowa where she received her Bachelors of Education degree in 2021. Kelzi was a member of her high school colorguard all four years and served as a captain in her senior year. During her time at UNI, she served as the Guard Recruitment Manager and as a Section Captain for two years. At Davenport Central, Mrs. Hillyer works with the colorguard section of the Marching Blue Devils in addition to the Davenport Central High School Winterguard. Under her direction, the students learn and practice proper technique, choreography, and develop their guard skills.
Mrs. Hillyer is currently a fourth grade teacher in the Pleasant Valley School District. Her previous guard instruction experience has been working with West Liberty as the Colorguard instructor and choreographer as well as choreographing for Tipton’s Winterguard program. Some of her most memorable performance highlights were marching in the St Patrick’s Day Parade in Dublin, Ireland and performing with Pat Green at halftime of an Iowa football game in the combined Panther and Hawkeye Marching Band.

Laura Wilga, Front Ensemble Director, Staff Coordinator & Drum Major Instructor
With 12 years of experience with the Marching Blue Devils, Laura Wilga has dedicated her time to helping students grow as musicians, performers, and leaders. Drawing from her background in percussion, she works closely with the front ensemble to develop strong musicianship, technique, and performance excellence. In addition to instructing the front ensemble, Laura serves as the staff coordinator for the program and mentors the drum majors, helping them build the leadership skills needed to guide the ensemble throughout the season. She is passionate about creating a positive, organized, and rewarding experience for every student.
Outside of the marching band world, Laura is a fifth-grade teacher at Pleasant View Elementary and holds a master's degree in Curriculum and Instruction. Her experience in education shapes her teaching philosophy, allowing her to combine effective instructional strategies with a student-centered approach in both the classroom and on the field. She is committed to fostering confidence, teamwork, responsibility, and a lifelong love of learning and performing.

Jessica Lowe, Wind Instructor
Mrs. Jessica Lowe serves as the K-5 Music teacher at Eisenhower Elementary, a role she has held since the fall of 2022. She has also been a Band Staff member of the Davenport Central Marching Blue Devils since 2021.
Previously, Mrs. Lowe served as the 5-8 Band Director at Lourdes Catholic School from 2004-2022 and the K-8 Music teacher and 5-8 Choir Director from 2011-2022.
Mrs. Lowe received her Bachelors in Music Education from the University of Northern Iowa in December of 2003. While at UNI she performed in various ensembles including Wind Symphony, marching band, and orchestra on the clarinet/bass clarinet.
Mrs. Lowe continues to participate in various performing ensembles for fun. She has played in Saxophone Christmas, Clarinet Christmas, and Tuba Christmas. Mrs. Lowe is also a member of the Quad City Wind Ensemble where she plays clarinet.

CJ Parker, Wind Instructor
CJ Parker is a multi-instrumentalist, vocalist, educator, and marching arts professional from the Quad Cities. A graduate of Davenport Central High School, CJ has built a career rooted in performance, music education, and developing the next generation of musicians.
CJ spent five years performing with the Colts Drum & Bugle Corps, marching tuba from 2018–2022. His experience with the Colts helped shape his approach to musicianship, leadership, discipline, and ensemble performance. He later served on the instructional staff of Colt Cadets, working primarily with the brass section from 2023–2025.
As an educator, CJ has worked with marching ensembles throughout the Midwest, including serving on the instructional staff at Davenport Central High School and previously working with the St. Ambrose University Marching Band. He has also served as a brass instructor and judge for marching ensembles, bringing experience from both the performer and instructional sides of the activity.
CJ’s teaching philosophy centers on building confident performers while developing strong fundamentals, musicality, movement, ensemble awareness, and a genuine sense of pride in the organization. He believes marching band should challenge students to become better musicians, performers, teammates, and leaders.
Beyond the marching arts, CJ is an active professional musician, songwriter, producer, and performer, working across multiple genres and performing throughout the Midwest. His experience as both a professional artist and educator allows him to bring a broad musical perspective to the marching band environment.
Whether performing on the field or teaching from the podium, CJ is passionate about creating meaningful musical experiences and helping students discover what they are capable of.

Christian Neises, Wind Instructor
Christian Neises is a Wind Instructor with the Davenport Central Marching Blue Devils, a role he has held since the fall of 2024. A Dubuque, Iowa native, he attended the University of Iowa from 2019–2024, where he earned degrees in Secondary Education and History with a minor in Music.
During his time at Iowa, Mr. Neises was a member of the Hawkeye Marching Band and Pep Band for all five seasons as a trumpet player. He also served as an undergraduate staff member and was the Trumpet Section Leader during his final year with the ensemble. Throughout his collegiate marching career, he performed at venues across the country, including a historic joint halftime show with The Ohio State University Marching Band. Prior to college, he was a four-year member of his high school marching band, serving as a trumpet section leader during his junior and senior years.
Mr. Neises is currently a 6th grade science and social studies teacher at Sudlow Middle School in Davenport. In addition to teaching, he remains active as a performer throughout Eastern Iowa as a member of the Eastern Iowa Drum and Bugle Corps and has performed at numerous weddings, community events, and other musical engagements.
At Davenport Central, Mr. Neises works with the brass sections of the Marching Blue Devils, helping students develop strong fundamentals, musicianship, confidence, and leadership skills both on and off the field.
In his free time, Mr. Neises enjoys watching movies, playing games, and spending time with his girlfriend, Madison, as well as their four cats—Bruce, Ignacio, Princess, and Lou.

Isaac Anderson, Wind Instructor
Isaac Anderson is an educator at Iowa City West High School, where he is licensed in Music and Social Studies. He earned a Bachelor of Music in Performance from the University of Iowa in 2017 with a minor in Military Science. During his time at Iowa, he studied with notable faculty including Dr. Jonathan Allen, Kevin Kastens, and Dr. Mark Heidel and performed with the Symphony Band, Chamber Orchestra, Jazz Repertory Ensemble, Trombone Choir, and the Hawkeye Marching Band. He served as Drum Major of the Hawkeye Marching Band for three seasons and was also a four-year member of the Colts Drum and Bugle Corps, where he performed in the baritone section and served as Horn Sergeant during his final season.
In 2017, Isaac received his commission as an officer in the U.S. Army through the University of Iowa ROTC program. He has served in a variety of leadership roles, including Battalion Staff Officer, Tank Platoon Leader, and Tank Company Executive Officer. He currently holds the rank of Captain and serves as a Company Commander in the Iowa National Guard. His military service includes deployments to Lithuania and Syria, and his awards include three Army Achievement Medals, two Army Commendation Medals, and the Bronze Star.
Outside the classroom, Isaac remains active in the performing arts community as a trombonist with ensembles including the Southeast Iowa Symphony Orchestra. He also serves as the drill writer for Anamosa High School and continues to support music education and marching arts throughout Iowa.
Isaac is proud to be a Davenport Central alumnus and former Drum Major of the Marching Blue Devils.

Connor LaPage, Percussion Instructor
Mr. Connor LaPage is a percussion instructor for the Davenport Central Bands. He's worked with many marching bands across the state and has served as a judge for several competitions. Mr. LaPage teaches band full time in the Bettendorf School district and serves with the 34th army national guard band. He lives with his wife and Andrea and their 3 amazing dogs: John Paul, Journey, and Birdie.

Sean Millwood, Percussion Instructor
Sean Millwood is an alumni and a 5 year member of the Davenport Central Blues Devils. During the years in he marched, he was section leader of the Battery, and gave private lessons to various students outside the band.
Now-a-days he is a Union Carpenter, working all around western Iowa and on the eastern side of Illinois. During his four year apprenticeship, he was selected for an exclusive leadership program, where he was flown out to the Carpenters International Training Center in Las Vegas, for a series of classes.
Outside of work, he has played in multiple bands, most notably a charity blues band playing out of Iowa City. Sean is also the lead drummer in his church’s worship band, as well as a helper in the tech booth on occasion.
At home, Sean likes reading books, writing, and listening to music. During such activities he is often accompanied by his wife, their two golden retrievers, and their three birds. -

Avery Thompson, Color Guard Instructor
Avery Thompson is one of the Color Guard techs at Davenport Central High School. They graduated from Central in 2023 and was apart of the Guard program starting in 8th grade through their senior year, which during that year they were one of the Color Guard captains. Avery is currently going to school to work in the medical field.

Siera Yarolem, Color Guard Instructor
Sirea is very excited to join the color guard instructional team at Davenport Central! She is a graduate of Davenport North High School. Siera holds a Bachelors in Exercise Science from St. Ambrose University and is currently pursuing a certification in personal training.
Siera has multiple years of color guard and winter guard experiencing having spun at Davenport North and St. Ambrose University. Siera has performed at the Midwest Color Guard Circuit Championships and Winter Guard International World Championships.
In her free time, Siera enjoys the outdoors, reading, and playing video games with friends.

Genevieve Millwood, Color Guard Instructor
Genevieve Millwood is a Marching Blue Devil alum, a four year member of the color guard as well as a three year winter guard member. Her senior year of marching band she was selected as the team’s Equipment Manager, supervising and delegating tasks involving the guards gear, and equipment.
Genevieve has been working in various fields of education such as being a head teacher in a 3-6 year old Montessori environment. Then currently in Behavioral Analytics as a Registered Behavioral Technician, working with children with special needs.
She has done a variety of volunteer work with local charities as well children’s ministries at her church, where she led middle school small groups and the nursery classroom.
In her free time Genevieve enjoys reading, cooking, hanging out with friends, and spending time with her husband along side their two dogs and three birds. -
Peter Bates, Visual Design
Peter Bates is a visual designer for the pageantry arts with clients spread across the country. Based in American Fork, Utah, he designs for, clinics with, and instructs some of the best marching ensembles in the country. He is the drill writer, choreographer, and visual caption head for the American Fork High School Marching Band.
Peter marched five years with the Phantom Regiment Drum and Bugle Corps, where he aged out as the horn sergeant in 2017. He went on to play cymbals with Matrix in 2018, and, since then has been involved with drum corps and WGI percussion ensembles as an instructor and designer. Peter is the lighting and video designer and assists with staging and drill for Matrix. He is also the drill writer for the Genesis Drum and Bugle Corps, and works on the visual staff with the 2025 World Champion Boston Crusaders.
Peter loves to spend time with his wife, Kaitlyn, and their cat, Delilah.

Neal Titus, Sound Design
Neal Titus is deeply passionate about providing life-changing experiences through creative collaboration, thoughtful audio design, and confident execution in every project he undertakes. Over the past 16 years, Neal has been fortunate enough to collaborate and design with some of the most esteemed Brands, talented Artists, innovative Design Studios, captivating Pageantry Ensembles, engaging Web Series, and skilled Musicians from around the world. Currently, Neal serves as the Head of Creative at PHMG, a prominent sonic branding agency located in the UK. In addition to his role as Head of Creative, he proudly operates Neal Titus Music Design, a firm that specializes in bespoke audio strategies, UX sound design, brand music, and unique experimental music or sonic design for a diverse range of projects. He holds a prestigious Undergraduate degree in Music Performance from the University of Northern Colorado, as well as a Master of Music from the University of Denver. Moreover, he is a proud Educator Endorser of Innovative Percussion and Mapex/Majestic Percussion, further showcasing his commitment to the field of music.
